Three generals of the Federal Penitentiary Service (FSIN) were relieved of their posts on February 9, two sources in the central office of the service told RBC.

We are talking about the head of the engineering and technical department information support, communications and weapons of the FSIN Yuri Barinov, head of the legal department of the service Leonid Klimakov and head of the main department of the FSIN for the Irkutsk region Anatoly Kilanov. Along with the generals, Colonel Yevgeny Lukyanets, who held the position of head of the department for organizing the execution of punishments not related to the isolation of convicts from society, was dismissed in the central office of the department.

Now on the FSIN website it is indicated that all of the listed units are headed by acting ones. These are Colonels Yuri Omelchenko, Oleg Polyabin, Elena Korobkova and Alexey Girichev. “Their predecessors were released from execution at their own request - some to retire, some to another place of work,” one of the sources in the central office of the FSIN told RBC. According to him, “the interim appointments were made recently, a week or two ago.”

All officers have been relieved of their positions with neutral wording, another interlocutor in the central office of the FSIN told RBC and confirmed a source in law enforcement agencies, adding that “they just quit “for now.”

Appointments to and dismissals from these positions occur by presidential decree; in this case, the decree was not officially published. “The appointment of employees of the penitentiary system to positions of senior management and dismissal from these positions is not within the competence of the Federal Penitentiary Service,” the service’s press bureau told RBC, answering a question about the resignations. Presidential press secretary Dmitry Peskov did not answer RBC's question.

Barinov submitted a report back in August last year, when the first deputy director of the FSIN, Anatoly Rudy, stopped overseeing his management and another deputy director of the service, Alexander Khabarov, became his supervisor, added another RBC interlocutor close to the service. But then the issue of his resignation was not resolved, he clarified.

Earlier, in early February, the Investigative Committee opened a criminal case related to the theft of 141.6 million rubles during the purchase of walkie-talkies for the needs of the Federal Penitentiary Service. It featured “unidentified officials"from among the employees of one of the state institutions of the Federal Penitentiary Service - the Main Center for Information Technology Support and Communications (GCITOIS), as well as unidentified employees of the commercial company T-Helper Telecom. The case was initiated on February 2 under articles of abuse of power (Article 286 of the Criminal Code) and fraud (Article 159 of the Criminal Code), it follows from the letter available in the editorial office of the ICR department for the North-Eastern District of Moscow to the prosecutor's office of the capital (its authenticity was confirmed by RBC source in TFR).

The work of the GCITOIS was supervised by Yuri Barinov, an interlocutor close to the prison department told RBC. RBC sent a request to investigative committee.

In September last year, FSB officers and the Basmanny Court of Moscow arrested him. Korshunov is charged with embezzlement of 160 million rubles. on the purchase of sugar and gasoline, as well as two episodes of fraud on the purchase of shoes for prisoners. Last spring, the Investigative Committee opened investigations related to the supply of the Federal Penitentiary Service, RBC sources reported.

In November 2017, Nikolai Barinov was arrested in St. Petersburg on charges of taking a bribe. According to investigators, he received kickbacks of 12% from the contractors for the construction of the St. Petersburg pre-trial detention center "Kresty-2" and in total he was given 110 million rubles.

According to him, Barinov and Klimakov, who were dismissed, are friends and confidants of the first deputy director of the Federal Penitentiary Service Anatoly Rudoy; they served together in the air defense and are called “anti-aircraft gunners.”

“The latest resignations mean that Rudy and Kornienko have completely lost influence and trust from the country’s leadership, although Putin was counting on them as generals who, after Reimer, would be able to rehabilitate the FSIN in the eyes of society,” Osechkin told RBC. In his opinion, the latest personnel decisions mean only one thing - recognition of the failure of the reform of the prison system.

The penal system is a sore spot for our law enforcement agencies, says Artem Kiryanov, first deputy chairman of the Public Chamber commission on public control. “The dismissals indicate that the country’s leadership is reproaching the service for the underdevelopment of the penitentiary system, disorder in prisons, and violation of the rights of prisoners,” says Kiryanov.

The Federal Penitentiary Service fired three generals. Which of them will return to prison as criminals?

According to sources, they left “with neutral language.” But why did three high-ranking officials suddenly and at once decide to retire or decide to change jobs? According to one version, this may be connected with a criminal case initiated in early February regarding the theft of 141.6 million rubles from the purchase of walkie-talkies by the Main Center for Information Technology Support and Communications (GCITOIS). This government institution is controlled by Yuri Barinov.

However, behind each of these three generals, even without walkie-talkies, there is a trail that slightly smacks of something criminal...

The story with GCITOIS started back in November 2015. Former leader center, Igor Shaikov sent a report to the Minister of Justice Alexander Konovalov, in which he spoke about facts of corruption on the part of Yuri Barinov. The document contained about 10 facts that in total could cause damage to the budget in the amount of more than 1 billion rubles.

In addition, in the note he said that a “custom” audit was carried out against him, as a result of which Shaikov was “persistently asked to resign.” Meanwhile, the main figures of the illegal actions, according to the ex-head of GCITOIS, not only did not lose their positions, but were also promoted.

In October 2017, Shaikov was detained, as human rights activists suggest, on a fabricated case - they believe that this was General Barinov’s revenge.

The version has a right to exist: General Yuri Barinov is one of the five highest paid officials of the Federal Penitentiary Service at the end of 2016 and is, apparently, in good standing with the leadership - for example, he was given more than 15 million rubles for the purchase or construction of housing, despite that he already has an apartment. How many Russians are rewarded for their service in this way?

However, we are talking only about official income. But history is silent about how much General Barinov could have received for the same supply of walkie-talkies.

In 2016, Klimakov declared income of 27.7 million rubles. Crazy numbers for a government department! 15.3 million of them were social payments, which he redirected to his wife. She used these funds to purchase a plot of land and a residential building.

Everything is smooth for the Klimakovs now: three apartments, two at once land plots with total area 1418 sq. m. and a residential building with an area of ​​327 sq.m.! Aren't they afraid of getting lost in such a house? Otherwise, the ghost of budget money is probably flying around there.


Did Klimakov collaborate with Korshunov?

But that's okay, a subsidy. I knocked it out, even though it may be illegal to receive such money if you have housing. But how did he earn the remaining 12.4 million rubles? A million a month is “a bit fat”, despite the fact that even the director of the FSIN, Mr. Kornienko, does not receive that much.

The answer may suddenly appear: Klimakov is persistently linked to the ex-deputy director of the Federal Penitentiary Service Oleg Korshunov, who was detained last fall on suspicion of several facts of corruption. But they don’t want to credit him with creating the OPS? Because Klimakov seemed to fit into his schemes quite well.

Thus, Klimakov and Korshunov for three years in a row (from 2014 to 2017) entered into an agreement for insurance of FSIN employees with the same insurance company "ChSK", which is part of the Ingosstrakh Group of Companies. And this is practically a transfer of 1.5 billion rubles into specific hands. For some reason, the commission represented by two generals rejected the proposal of the MAX company, which participated in the auction and offered the same services at a lower price.

However, you can find the answer to this question quite quickly. As it turned out, Klimakov worked at Ingosstrakh from 2006 to 2013 and even held the position of vice president of a group of companies!

"ChSK" is the same insurer that has been receiving billion-dollar contracts with the Federal Penitentiary Service for three years... And then the mosaic, as usual, came together. And Klimakov’s income no longer seems so large, but rather seems untrue - the nth part is probably hidden on relatives and friends.

And now this person will not go to the same pre-trial detention centers and prisons that he supervised, but will simply go to another place of work or retire with peace of mind! And who will be responsible for the crimes??

Irkutsk trick of General Kilanov.

The last general to retire on February 9 was the head of the Irkutsk regional Federal Penitentiary Service, Anatoly Kilanov. And, no matter how strange this coincidence may seem, he also really likes to insure his subordinates.

This is probably why in 2016, employees of the Federal Penitentiary Service in the Irkutsk region were forced to enter into voluntary health insurance contracts with the Everest insurance company. This company is owned by former Irkutsk City Duma deputy Oleg Gendin, who became famous by purchasing the right to use the name of fashion designer Vyacheslav Zaitsev in the company name. However, another event in his life brought him popularity - in 2008 he was arrested on suspicion of rape.

What is most interesting is that the revenue received by Everest for the entire year consisted of 94% of money received from the Federal Penitentiary Service! The department brought there 20 million rubles on a silver platter, not from the budget, but from the pockets of its employees.

Investigators established that Kilanov knew everything. But how could he know and not participate in this chaos? Maybe he didn’t even know Gendin? As a result, Mr. Kilanov got away with an order to eliminate the violations.

Did Kilanov leave the department in the wake of bribes?

However, at least this can be eliminated. But suicide is an irreversible thing. In Irkutsk last Monday, the deputy head of the Main Directorate of the Federal Penitentiary Service for the Irkutsk Region, Lieutenant Colonel of the Internal Service, Viktor Shevchenko, committed suicide.

Very quickly, an official version emerged that the suicide could be related to family discord. But let's look at what's happening? In the Irkutsk region, on February 9, Kilanov was fired, and on February 12, his deputy committed suicide. Maybe Shevchenko participated in some kind of leadership schemes and was afraid of punishment? Or was he even “helped” to go to the next world because he knew something?

Thus, with an equal degree of probability, all three dismissed generals could end up in a pre-trial detention center. As Shaikov's example shows, cases tend to surface even after dismissal from service - especially if someone needs it.

More than half of Gennady Kornienko’s main team is already in pre-trial detention and retired. This is Oleg Korshunov, who, according to investigators, profited from everything he saw. And Nikolai Barinov, who organized the assassination attempt on his subordinate and received a bribe of 100 million during the construction of the Kresty-2 pre-trial detention center. The Presidential Administration has long been discussing the merger of the FSIN with the Ministry of Internal Affairs with the elimination of the former. And taking into account the fact that last year the ex-head of the Federal Penitentiary Service Alexander Reimer went to a colony for eight years, there is a possibility that he will soon be followed not only by Kornienko’s deputies, but also by himself - no one needs him in the new department.
