Minimum wage or minimum installed wage- this is the limit indicator of the salary of any employee. As a rule, each state always sets its own minimum wage.

When setting the minimum wage, as a rule, all the following important factors are taken into account:

  • economic opportunities of Belarus;
  • economic opportunities for local employers;
  • people's needs for various material goods;
  • employment level;
  • employee productivity;
  • predicted price increase in the represented republic.
Taking into account all these factors, the government of Belarus sets a minimum wage, which all enterprises existing in the territory of the represented republic must then adhere to.

The minimum wage for the current day

From January 1, 2017, the value was established minimum size wages in the amount of 265 rubles per month(Resolution of the Council of Ministers of the Republic of Belarus dated December 27, 2016 No. 1080).

The minimum wage (hereinafter referred to as the MW) (monthly and hourly) is applied as a state minimum social standard in the field of payment, which the employer is obliged to apply as the lower limit of wages for workers for work under normal conditions during normal duration working time when performing the employee’s duties arising from legislation, local regulations and an employment contract.

The minimum wage (monthly and hourly) is applied exclusively in the field of labor relations, is mandatory for use by all employers to pay workers with whom relevant employment agreements (contracts) have been concluded. The amount of the minimum wage (monthly and hourly) as the lower limit of remuneration for workers does not apply to persons with whom other agreements (contractor agreements) have been concluded.

Monthly minimum wage is the minimum wage established by law for workers calendar month, applies to employees who are paid on a monthly basis tariff rates(salaries, official salaries).

In accordance with the Law of the Republic of Belarus “On the establishment and procedure for increasing the minimum wage” (hereinafter referred to as the Law), the amount of the monthly minimum wage is established by the Council of Ministers of the Republic of Belarus annually from January 1, taking into account the economic capabilities of the republican and local budgets, as well as employers, the needs of workers in material goods and services, the level of employment and labor productivity, the forecast value of consumer price growth, the level of nominal accrued average monthly wages for the republic as a whole.

The amount of the monthly minimum wage, established and indexed in accordance with the law, is mandatory as the lowest limit of remuneration for workers.

Collective agreement(agreement) may establish a different monthly minimum wage, but not lower than the monthly minimum wage established in accordance with the Law.

The hourly minimum wage is applied to employees whose wages are paid on the basis of hourly tariff rates (salaries, official salaries).

The size of the hourly minimum wage is determined by the employer by dividing the size of the monthly minimum wage by the ratio of the calculated norm of working time for the calendar year, established for the relevant categories of workers by the employer in accordance with labor legislation, and the number of months of the calendar year.

The hourly minimum wage is changed by the employer when the monthly minimum wage changes, including in connection with the indexation of the monthly minimum wage.

For an employee whose accrued wages are below the minimum wage (monthly and hourly), the employer is obliged to make an additional payment up to the minimum wage (monthly and hourly). When determining additional payments up to the minimum wage (monthly and hourly) in the amount of accrued wages to employees, compensatory payments and payments not related to the employee’s performance of duties arising from legislation, local regulations and the employment contract are not taken into account. The list of these payments is established by Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated July 21, 2014 No. 68.

NOT ACCOUNTED:

1. Additional payments for combining professions (positions), expanding the service area (increasing the volume of work performed), performing the duties of a temporarily absent employee.

2. Additional payments for working overtime, on public holidays, holidays days established and declared by the President of the Republic of Belarus as non-working days, and weekends.

3. Additional payments for work under special working conditions (for hard work, at work with harmful and (or) hazardous conditions labor and work in areas exposed to radioactive contamination as a result of the disaster at the Chernobyl nuclear power plant).

4. Additional payments for work at night or during night shift during shift work mode.

5. Additional payments for dividing the working day (shift) into parts.

6. Additional payments up to the minimum wage (monthly and hourly).

7. Compensations for the purpose of reimbursing employees for costs associated with the performance of their labor duties, provided for in Chapter 9 Labor Code The Republic of Belarus.

8. Compensation for employees working in the evacuation (exclusion) zone.

9. Compensation for unused vacation.

10. Compensatory payments related to working hours and working conditions, provided for in local regulatory legal acts adopted in the prescribed manner, and employment contracts.

11. Monthly payments provided for in subclause 1.4 of clause 1 of Decree of the President of the Republic of Belarus dated December 7, 2012 No. 9 “On additional measures for the development of the woodworking industry.”

12. Payments not related to the employee’s performance of duties arising from legislation, local regulations and an employment contract, including:

12.1. for vacation, for recovery (treatment, rest);

12.2. for anniversaries, holidays, special events;

12.3. upon retirement;

12.4. at the birth of a child, child care, in connection with the adoption of a child;

12.5. in connection with the death of close relatives, with the befall natural disaster, fire and other family circumstances;

12.6. for food, travel, rent of living quarters;

12.7. for the purchase of educational and methodological literature;

Information on the minimum wage in 2016

The Law of the Republic of Belarus “On the establishment and procedure for increasing the minimum wage” (hereinafter referred to as the Law) establishes the legal basis for determining the amount of the minimum wage and its application.

The Law applies to all employees and employers who have entered into an employment contract on the territory of the Republic of Belarus, unless otherwise established by legislative acts or international treaties of the Republic of Belarus.

Minimum wage (monthly and hourly) - the state minimum social standard in the field of remuneration, which the employer is obliged to apply as the lowest limit of remuneration for workers for work in normal conditions during normal working hours when performing the employee’s duties arising from legislation, local regulatory legal acts and employment contracts.

The monthly minimum wage is established by the Council of Ministers of the Republic of Belarus annually from January 1.

A collective agreement (agreement) may establish a different monthly minimum wage, but not lower than the monthly minimum wage established in accordance with the Law.

The monthly minimum wage during the year is subject to indexation in the manner prescribed for indexation of income received from budget sources, in accordance with the legislation on indexation of personal income taking into account inflation.

The amount of the hourly minimum wage is determined by the employer by dividing the amount of the monthly minimum wage by the ratio of the estimated standard working time of the calendar year established for the relevant categories of workers by the employer in accordance with labor legislation, and the number of months of the calendar year, and is also changed by the employer when changing the monthly amount minimum wage, including in connection with the indexation of the monthly minimum wage.

The monthly minimum wage applies to employees whose remuneration is based on monthly tariff rates (salaries, official salaries).

The hourly minimum wage applies to employees whose remuneration is based on hourly tariff rates (salaries, official salaries).

The minimum wage (monthly and hourly) is applied taking into account the working hours worked.

For an employee whose accrued wages are below the minimum wage (monthly and hourly) established and applied in accordance with the Law, the employer is obliged to make an additional payment up to the minimum wage (monthly and hourly). When determining an additional payment up to the minimum wage (monthly and hourly) in the amount of the employee’s accrued wages, compensatory payments and payments not related to the employee’s performance of duties arising from legislation, local regulations and an employment contract, the list of which is approved by the resolution, are not taken into account Ministry of Labor and Social Protection of the Republic of Belarus dated July 21, 2014 No. 68.

The increase in the monthly minimum wage for July 2016 compared to June 2016 was due to an increase in the indexation standard.

Minimal salary- the lowest amount of remuneration for each employee allowed in a particular state. That is, paying less remuneration, regardless of the field of activity and form of ownership of the employing organization, is illegal, provided that the person with whom the employment agreement or contract was concluded has completed the established standard amount of work. The deduction of the minimum wage is not mandatory when using methods of formalizing labor relations other than an employment agreement or contract.

The legal status of the minimum wage is enshrined in the Law of the Republic of Belarus. The absolute minimum wage is established annually, as of January 1st. The value is indexed throughout the year in accordance with changing economic realities. During 2012, the minimum wage was indexed three times.

The situation was similar in 2013 - the minimum wage indicator, taking into account inflation, was “adjusted” three times.

In 2014, as of October 10, the minimum wage was indexed twice - for May and for July. Thus, from August 11, 2014, the minimum wage in Belarus was 1,756,730 rubles.

From January 1, 2015, the minimum salary was set at 2,100,100 rubles. During 2015, the minimum wage was indexed three times: in July, August, and September. Taking into account indexation of 5.1%, the minimum wage amounted to 2,180,126 rubles. In October, after indexation by 5.1%, the monthly minimum wage amounted to 2,180,058 rubles. For November, the minimum wage was 2,180,126 rubles.

From January 2016, the new minimum wage value was 2,300,000 rubles. Since July 2016, compared to June, the monthly salary amounted to 2,391,769 rubles, taking into account indexation of 5.4 percent. After denomination from July 1 - 239 rubles 18 kopecks (for June). Taking into account indexation in September, the salary amounted to 239.48 rubles. The decrease in minimum wage for October compared to September 2016 is due to a decrease in the indexation standard. Since the CPI for November 2016 did not exceed the five percent threshold by the month of its previous indexation (June 2016). Its size in November 2016 was 239 rubles 42 kopecks.

From January 1, 2017, the minimum social standard of wages will increase by 25.58 rubles. The corresponding decision was made by Resolution of the Council of Ministers of the Republic of Belarus dated December 27, 2016 No. 1080, according to which the monthly minimum wage is set at 265 rubles.

From January 1, 2018, the monthly minimum wage is set at 305 rubles. The corresponding decision was made by Resolution of the Council of Ministers of the Republic of Belarus dated December 28, 2017 No. 1022.

From January 1, 2019, the minimum wage remained 330 rubles. From January 1, 2020, the minimum wage increased by 45 rubles and is 375 rubles.

The minimum wage is a legally established lower limit of monetary remuneration paid by employers to their employees when they are employed full-time (for one rate), and subject to their compliance with their job responsibilities. This amount is the minimum social standard in the field of wages, which is guaranteed by the state.

The concept of “minimum wage” applies only to relationships that are formalized employment contract(contract) and, accordingly, are recorded in work book employee. It does not apply to cooperation within the framework of a contract or other employment options.

Who determines the minimum wage and when?

The minimum wage is established by the Republican Council of Ministers in agreement with interested departments. The following are taken into account:

  • items of expenditure that the average person has to purchase the necessary material goods and services;
  • price work force in the country;
  • financial capabilities of employers;
  • subsistence budget.

The amount is revised annually, the new value comes into force on January 1. However, an extraordinary revision is also possible: this is usually due to a difficult economic situation, which is characterized by an increase in the intensity of inflationary processes, devaluation, and other crisis phenomena.

What is the indicator used for?

The minimum wage is one of the key instruments of the state’s socially oriented policy, which is used to suppress attempts by employers to unjustifiably reduce workers’ wages. It is a guarantee that a person, based on the results of the month worked, will receive an amount not less than the minimum established by the state.

The indicator is used as a kind of benchmark, which is used by ministries, departments and other relevant institutions when determining the level of wages in various fields of activity, including workers in low-paid industries.

The minimum wage to some extent characterizes Current state national economy and the level of well-being of the population. But for an objective analysis, it should be considered together with other financial and economic indicators: the level of consumer prices, dynamics exchange rates, tariffs for public utilities, the rate of inflation, etc.

Calculation features

The minimum wage is paid to employees taking into account the time they work. If a specialist registered as full time, in the current month he worked only 75% of the working time, the minimum salary for him will be:

330 x 75% = 247.5 rubles

A similar principle applies in overtime situations - the minimum wage increases in proportion to the time worked.

The minimum wage cannot include compensatory payments, as well as amounts that an employee receives regardless of the performance of his official duties, as provided for by law and local regulations.

What about the neighbors?

In Russia, the minimum wage is equal to the subsistence level budget, and this moment is 11,280 rubles. In the regions it may be higher due to increasing coefficients and local allowances (for example, for working in northern conditions).

In Lithuania, this figure is planned to increase to 607 euros from 2020; currently it is 555 euros. In Ukraine - 4173 hryvnia (approximately 132 euros), in Poland this figure is 2250 zlotys (approximately 523 euros), and in Latvia - 430 euros.
